When we launched this idea a decade ago, it seemed far-fetched in the eyes of our government contacts. But today, it appears to be the preferred option for eminent extraterrestrial contact based on our suggestion to use the existing 1961 Vienna Convention on Diplomatic Relations. This protocol is an international treaty that defines a framework for diplomatic relations between independent countries and aims to facilitate “the development of friendly relations” among governments through a uniform set of practices and principles.
The same year the treaty was adopted, two protocols were added as amendments:
1. Concerning the acquisition of nationality. The head of the mission, the staff of the mission, and their families shall not acquire the nationality of the receiving country.
2. Concerning compulsory settlement of disputes. Disputes arising from the interpretation of this treaty may be brought before the International Court of Justice.
It’s clear that today’s world is vastly different from that of 1961, but the increasing public awareness of UFOs and extraterrestrial phenomena, fueled by research and global disclosures, is casting these topics in a new light. Additionally, the intricate crop circles and numerous UFO sightings have led to speculation about the true and peaceful intentions of these visitors from outer space. While some dismiss these events as fabrications, others seriously question the extraterrestrials’ intentions. We hold the view that any extraterrestrial activities on Earth are not random but are part of a deliberate plan to psychologically prepare humanity for their open arrival. Considering this, the way they choose to arrive is critical. It seems highly unlikely that their first interaction would be as conspicuous and disruptive as landing in major city centers like New York or Beijing or staying at a luxury hotel. What would such an event mean for public perception and the responses of political and diplomatic circles? Clearly, a more discreet and calculated approach would be more fitting for an advanced extraterrestrial civilization making contact with Earth.
We believe that the arrival of extraterrestrial civilizations on Earth must be carefully orchestrated, ensuring humanity is psychologically and politically prepared for such contact. This underscores the necessity for a designated location to receive them and the creation of a specialized diplomatic framework that coordinates globally. A universally accepted diplomatic protocol would guarantee a cohesive and organized response from the international community, thereby preventing misunderstandings and inconsistent actions among nations.
We are currently engaging with various countries to arrange an international conference aimed at developing a new diplomatic protocol that accommodates extraterrestrial civilizations. This initiative seeks to introduce a third amendment to the Vienna Convention on Diplomatic Relations. We are optimistic about finding a host country for this pivotal conference soon. This event will mark a significant step toward formalizing humanity’s intent to set up a framework for future interactions with extraterrestrial civilizations, paving the way for the construction of an Embassy to welcome them to Earth.
