IF YOU ARE A POLITICIAN, A MINISTER, A DIPLOMAT, AN AMBASSADOR, A PARLIAMENTARIAN OR ARE PART OF AN INFLUENTIAL NETWORK
You can influence your government and ask it to discuss the Diplomatic Protocol for Extraterrestrial Contact (proposed as the third optional protocol to the Vienna Convention on Diplomatic Relations, 1961). If, after discussions, the government is interested in supporting the creation of the Embassy for Extraterrestrials, it could follow one of these three main pathways:
A. Unilateral Action, by signing and then ratifying the Diplomatic Protocol for Extraterrestrial Contact. The signing should be witnessed by the ambassadors of two other countries that are also states party to the Vienna Convention on Diplomatic Relations and representatives of this project would expect to be invited to attend the signing ceremony.
B. Collective Action, by either :
· Offering to host an international, or regional, diplomatic convention to consider the Diplomatic Protocol for Extraterrestrial Contact; or
· Writing to us expressing the wish to be represented at such a convention, with the understanding that we would then show this letter to the governments of other countries in order to encourage them to host such a convention.
C. Referral to the United Nations, by instructing your country’s ambassador to the UN to write to the Secretary General.
When at least three countries have signed and ratified the final optional protocol, our organization will conduct the usual process for a major international development project : scoping study, feasibility study, site acquisition, master plan and then detailed design, construction and commissioning.

As stated by Dr Jon H. Levy, PhD. Solicitor, Berlad Graham LLP: “the country that shows the most open minded and laissez faire attitude towards ETs as reflected in its legal system will likely be the first visited and first to really benefit from this contact.”
Instead of looking at the law from a humancentric viewpoint, we must cast the net wider and offer legal protections and even inducements for ET visitors. Who better than specialists in national and international law to reflect on the Diplomatic Protocol for Extraterrestrial Contact, or to propose new ways of structuring international laws to ensure that first contact with an extraterrestrial civilization will occur in full respect of these space visitors and our human laws.
