The Embassy for Extraterrestrials Project: What Can Your Country Do!

We now know that across the cosmos there are many planets suited to life similar to that which exists on this Earth (1). We also know that billions of dollars are being spent trying to identify any that may be home to civilizations as least as advanced as we are (2) and that there is significant evidence that we have been closely observed by extra-terrestrials since at least 1945 (3), and probably from well before then. They have had ample opportunity for aggressive action, but have not indicated any hostile intent. Clearly they are waiting for us to demonstrate that we would like to meet them in peace. The civilized way to do this is to provide them with a suitable embassy. However, before any state or accredited party can construct such an embassy, there needs to be an agreed legal framework guaranteeing safety, security, diplomatic immunity and so on in an interplanetary context.

The Vienna Convention on Diplomatic Relations (Vienna, 18 April 1961) (4) is the international treaty that defines a framework for diplomatic relations between independent countries. Except for Palau and South Sudan, all UN member states and the UN observer states of the Holy See and State of Palestine are parties to this convention, 193 states in total.

There are also two optional protocols to this convention:

·      51 countries are parties to the Optional Protocol to the Vienna Convention on Diplomatic Relations, concerning Acquisition of Nationality (Vienna, 18 April 1961) (5), which establishes that the head of the mission, the staff of the mission, and their families, shall not acquire the nationality of the receiving country; and

·      70 countries are parties to the Optional Protocol to the Vienna Convention on Diplomatic Relations concerning the Compulsory Settlement of Disputes (Vienna, 18 April 1961) (6), which provides for disputes arising from the interpretation of this treaty to be brought before the International Court of Justice.

The International Raelian Movement (IRM) proposes that the most appropriate framework for managing relations with extraterrestrials is the Vienna Convention on Diplomatic Relations, but this requires a few additional provisions that are best provided by a third optional protocol, provisionally titled the the Optional Protocol to the Vienna Convention on Diplomatic Relations, concerning Embassies for Extra-Terrestrials (7).

ACTION

A national government that wanted to support the creation of the Embassy for Extraterrestrials could follow one of these three pathways:

A.    Unilateral Action, by signing and then ratifying the third optional protocol. The signing should be witnessed by the ambassadors of two other countries that are also states party to the Vienna Convention on Diplomatic Relations and representatives of this project would expect to be invited to attend the s
gning ceremony.

B.    Collective Action, by either:

                        i.        offering to host an international, or regional, diplomatic convention to consider the draft protocol; or

                      ii.        Writing to us expressing the wish to be represented at such a convention, with the understanding that we would then show this letter to the governments of other countries in order to encourage them to host such a convention.

C.    Referral to the United Nations, by instructing your country’s ambassador to the UN to write to the Secretary General as follows:

“Request for the inclusion of a supplementary item in the agenda of the …… session.

“I have the honour to request, on behalf of the Government of …… and in accordance with the rules of procedure of the General Assembly, the inclusion of a supplementary item entitled “Optional Protocol to the Vienna Convention on Diplomatic Relations, concerning Embassies for Extra-Terrestrials” in the agenda of the …… session of the General Assembly.

“I have the further honour to request, in accordance with the rules of procedure of the General Assembly, the referral of the supplementary item to the plenary of the Assembly.

“In accordance with the rules of procedure of the General Assembly, an explanatory memorandum concerning my Government’s request is attached hereto (see annex).

“I have the honour to request that the present letter and its annex be circulated as a document of the General Assembly.”

 [Note: the IRM’s Embassy for Extraterrestrials Team would be pleased to assist in the preparation of the above-mentioned “explanatory memorandum”.]

When at least three countries have signed and ratified the final optional protocol the IRM will conduct the usual process for a major international development project: scoping study, feasibility study, site acquisition, master plan and then detailed design, construction and commissioning (8).
