Vienna Convention

The Vienna Convention on Diplomatic Relations (Vienna, 18 April 1961) is an international treaty that defines a framework for diplomatic relations between independent countries. There are currently two optional protocols to this convention, the Optional Protocol to the Vienna Convention on Diplomatic Relations, concerning Acquisition of Nationality (Vienna, 18 April 1961) and the Optional Protocol to the Vienna Convention on Diplomatic Relations concerning the Compulsory Settlement of Disputes (Vienna, 18 April 1961).

This convention and the optional protocols have been ratified by almost every country on the planet, and, until now, they have met the needs of the signatory countries.

 

Diplomatic status

As it is becoming increasingly obvious that an extraterrestrial civilization is contacting us and providing signs to prepare us for official contact we, as humanity, have reached the point that the Vienna Convention on Diplomatic Relations must also be supplemented by a protocol for embassies for extraterrestrials.

We have therefore prepared a draft “Optional Protocol Concerning Embassies for Extra- Terrestrials”. It is our intention that this (or a similar document with equal effect) become the third optional protocol to the Vienna Convention on Diplomatic Relations and thereby provide internationally agreed diplomatic arrangements for official contact with Extraterrestrials. This will then enable the IRM to commit tens of millions of US dollars into one of the signatory countries for the construction of the Embassy for Extraterrestrials, a scientific institute and facilities for visitors and tourists.

We have been soliciting the United Nations Secretary General to consider organizing an international conference of all nations that are parties to the Vienna Convention on Diplomatic Relations for the purpose of discussing the draft Optional Protocol Concerning Embassies for Extra-terrestrials. The answer we received from the United Nations has indicated that it can only do so on the request of at least one head of mission (i.e. an ambassador to the UN), although many more would be much better, so we are aiming for the support of at least three UN countries that are also signatories to the Vienna Convention on Diplomatic Relations.

An internationally agreed protocol for an embassy for Extraterrestrials will mean that the United Nations will be prepared for the eventual official announcement by a country of an Extraterrestrial contact. Clearly, we think that it is better if this contact occurs within an agreed diplomatic protocol.

Extraterrestrials require special Diplomatic Status! The Embassy for Extraterrestrial project promoter have written a draft “ Optional Protocol Concerning Embassies for Extraterrestrials ”. However, it is becoming increasingly obvious that extraterrestrial civilizations are signalling to prepare us for official contact. Humanity has reached a point where the Vienna Convention on Diplomatic Relations must be amended to add a protocol for embassies for extraterrestrials in preparation for such an important historical event.

An internationally agreed protocol for an embassy for Extraterrestrials will mean that the United Nations – or any signatory countries – will be prepared for the official announcement of extraterrestrial contact by a country.

The Alliance for Extraterrestrial Diplomatic Contact (Alliance) is an international network of diplomats, politicians, government officials, experts in extraterrestrial affairs, and interested people, with the shared goal of welcoming extraterrestrial civilizations to establish diplomatic missions on our planet.

Registered as a non-profit entity in Canada, the Alliance believes that the first and most necessary step to build this embassy for extraterrestrial civilizations, is to create an international diplomatic framework for such contacts, preferably built upon the Vienna Convention on Diplomatic Relations (1961) and the two extant optional protocols to that convention and is supporting the ET Embassy Project by promoting discussions and amendments leading to the adoption of an internationally agreed protocol for an embassy for Extraterrestrials.
